The Ministry of Parliamentary Affairs (MoPA) is one of the key ministries of the Government of India responsible for handling all matters related to the Parliament of India — its functioning, coordination between both Houses, and legislative business. It acts as the vital link between the Executive and the Legislature, ensuring smooth and effective conduct of parliamentary proceedings.
The Ministry coordinates legislative and parliamentary work, schedules sessions, prepares legislative agendas, and facilitates discussions and government business in both the Lok Sabha and the Rajya Sabha. It also promotes youth engagement through initiatives like the Youth Parliament Competition to inculcate democratic values and parliamentary awareness.
MoPA plays a crucial role in upholding parliamentary democracy by strengthening communication between the government and Members of Parliament (MPs) and by ensuring legislative transparency and coordination.
🎯 Mandate
- Formulate and coordinate all parliamentary and legislative business of the Government of India.
- Coordinate between both Houses of Parliament for government business and legislative priorities.
- Prepare and issue legislative agendas and monitor progress of bills and government resolutions.
- Advise Ministries and Departments on parliamentary procedures and requirements.
- Manage questions, motions, and other parliamentary devices in both Houses.
- Organize the Youth Parliament Programme to spread awareness about parliamentary democracy.
- Maintain records of parliamentary committees, cabinet notes, and legislative initiatives.
- Strengthen coordination between State legislatures and the Parliament for cooperative federalism.
