About the Scheme
Silk Samagra-II is the continuation of the first Silk Samagra programme (2017-21). It is a comprehensive, cluster-based scheme that integrates all activities of sericulture and silk industry development — from seed to silk marketing.
The scheme supports:
- R&D, innovation, and training through national institutes.
- Seed sector strengthening via National Silkworm Seed Organisation (NSSO).
- Beneficiary-oriented support for farmers, seed producers, reeling, spinning, twisting, weaving, dyeing, printing, finishing, and value-addition units.
- Market development, brand building, and export facilitation.
Objectives
- To achieve self-sufficiency in silk production and reduce import dependency.
- To improve quality, productivity, and income of silk farmers.
- To generate sustainable rural employment, especially for women, SC/ST, and tribal populations.
- To promote innovation, digital monitoring, and cluster development in sericulture.
- To ensure traceability and transparency through IT-based DBT systems.

Mode of Payment: All assistance is released through Direct Benefit Transfer (DBT) to the beneficiary’s bank account after physical verification and utilization report submission.
Monitoring & Status Check
- All projects and assets are geo-tagged and tracked online.
- The CSB uses the SILKS Monitoring Portal integrated with the ServicePlus DBT platform.
- Beneficiaries can track their application number for approval status and fund release date.
- Quarterly reports are generated by State Departments and uploaded to CSB HQ.

Eligibility Criteria
- Applicant must be registered with the State Sericulture Department.
- Land ownership or long-term lease proof for plantation (minimum 0.25 acre to maximum 5 acres).
- Must have basic infrastructure like rearing house, chawki rearing centre, or weaving unit.
- Willingness to continue sericulture for at least five years post-assistance.
- For entrepreneur category: must have valid Udyam registration or business license.
- Projects above ₹10 lakh need State PMC recommendation.
📅 Application Window
The scheme is open throughout the year, but fund release occurs on a quarterly basis subject to project approval and budget availability.
- Aadhaar Card / PAN Card / Voter ID (Identity Proof).
- Proof of Residence (Ration Card / Electricity Bill / Certificate from Panchayat).
- Land ownership or lease document registered under the name of applicant.
- Sericulture registration certificate issued by State Sericulture Department.
- Bank account details (passbook copy for DBT).
- Caste certificate (SC/ST/OBC if applicable).
- Detailed Project Report (DPR) or proposal endorsed by State Department.
- Passport-size photographs and geo-tagged location of plantation / unit.
- Undertaking for maintenance of assets for 5 years.
- Previous utilization certificate (if second installment claimed).
Online
- Visit 👉 www.csb.gov.in → “Schemes & Projects” → Silk Samagra – II.
- Create an account on the SILKS Portal / ServicePlus Platform.
- Fill the application form digitally and upload all required documents.
- Select the component (applicable sector – Mulberry, Tasar, Eri, Muga).
- Submit the form for State Sericulture Department verification.
- After approval, it is forwarded to the Central Silk Board HQ for final sanction.
- Application status and fund release details can be viewed on the dashboard using registered ID.
Offline
- Download the application format from CSB or collect from local Sericulture Office.
- Fill in the details and attach all documents.
- Submit it to the District Sericulture Officer (DSO) or State Sericulture Department.
- The proposal is reviewed by the Project Monitoring Committee (PMC) at State level.
- Recommended projects are forwarded to the In-House Appraisal Committee (IHAC) of CSB.
- Final approval is issued by the Apex Approval and Monitoring Committee (AAMC) of CSB.
